Tapo app does not work if there is no internet connection.

Improvement proposal: to make it possible to work only on Wi-fi and control devices. Start with bulbs, turn on, turn off, change brightness, modes and schedules.

Save in the device application on the phone locally, when starting the application, search for Tapo devices in the local network via Wi-fi and control them. If you have an Internet connection, work with the server.
