@shronek i think I solved this. TBD but holding solid for a few hours. I had both load balancing between 4 WAN connections as well as FAILOVER running as well, with 1 or 2 failing over to 3 or 4. 3...

@Mehankhan agreed. Currently when a link goes down, only a reboot or unplug-replug has it come back up. Hopefully someone at TP link actually reads these and include that in the next firmware update.
