Is this device compatible with 802.3at? Can I connect directly to a POE switch (without 24v injector supplied) and have the switch negotiate the proper supply voltage?

CPE series only support passive POE. It's listed on the spec page on TP-Link website. They are not compatible with standard 802.3at/af POE.
