I bought a cellular modem as backup for my DSL line. I bought a TL-R470T+ to manage the two. DSL is WAN1. Cellular is WAN2.

 

Initially, I enabled load balancing with this rule:

 

 

One problem with that is that I can't access the cellular modem for maintenance and testing unless failover is in effect. So I looked at policy routing and defined this rule:

 

 

My question is this: Doesn't that routing rule have exactly the same effect as the load balancing rule? If not, what's the difference?
