Difficulty Adopting EAP225

I purchased three new EAP225 APs, and when I go through the setup process, I am finding that two of them cannot be adopted. These were brand-new in-box.
The Controller says the password has been changed. I have tried manually entering admin/admin - as well as doing a reset on the devices. Nothing seems to be working.
Any suggestions on something else to try?
