R600VPN to R600VPN AES256 IPsec site-to-site - throughput only ~15-17mbit?

Hello. I have had a site-to-site IPsec VPN (AES256/SHA1) setup between 2 R600VPNs for about 6 months now, and it has not had any issues at all. I am using it for remote file backup. 1 location is on Comcast with a 100mbps down, 20mbps up connection; the 2nd is also on Comcast, with a 16mbps down, 3 mbps up connection. Recently, the 2nd site was upgraded to 50mbps down, 10mbps up, and I had figured that the bandwidth going from the 1st to 2nd site should now be ~20mbps; however, it is not. I've tested using an FTP file copy from the 1st to 2nd site, and I'm still only getting ~15-16mbps.
Is this really the maximum throughput these units can handle? If so, would a higher-end model sustain a higher bandwidth (the ER6020, for example?)
