R600VPN Site to Site ASA5510

I have two remote offices. Both now have the R600VPN router. I use a Cisco ASA5510 in the office. I have Site to Site VPN setup for each in the ASA. I have IPsec set on each of the routers. Everything works fine except I would like them to have access to the internet even if the VPN is not working. Or, even if the VPN is turned off I should still be able to access their router.
For example, I turned the IPsec off in the router for one location. They no longer have internet which they should, the router is still plugged into the modem and the modem still has connectivity. I also can no longer get to their router or any of the equipment on their site. The previous routers were able to connect even without the VPN. What is the difference now?
