ER706W keeps sending data through backup WAN interface days after switching to backup WAN and back. Is it a VPN configuration issue or a bug?

I witnessed no such problems until I set up two identical OpenVPN client configurations on both the main and backup WAN interface. There should've been one client config, although Omada limits me to selecting only one interface.

 

Problem description:

1. If I have only one OpenVPN client configuration on the primary WAN interface then clients bypass VPN when router switches to backup WAN.

2. If make two identical OpenVPN client configurations for both the primary WAN and backup WAN interface, then the router's VPN client would keep sending data though backup WAN forever. (after temporary switching to backup WAN and back to the primary). Despite the router says backup WAN is offline, primary/backup configured properly etc.

I don't want to use a backup WAN unnecessarily because it's a mobile data plan with a data limit. If the router keeps chewing data this way, it won't work when needed. I feel like I bought an Omada toy.

Turning 'Enable Application Optimized Routing' off doesn't help, it reveals more bug(s).

 

The user guide quote:

Failover(Enable backup link when all primary WANs fail): Link Backup will be
enabled only when all primary WANs fail. All the traffic on the primary WAN will switch
to the backup WAN. The traffic on the backup WAN will switch to the primary WAN
when all the primary WANs works properly.

 

According to the quote, in the Standalone mode router firmware should comply to 'Always Link Primary Mode', even though this setting is hidden.

 

Please fix the bug or explain me where I'm wrong.
