AP stops broadcasting wifi if I lose internet . Omada Essentials.

Single AP, simple configuration with 1 SSID and Omada Essentials .
If I lose the internet connection from my ISP's router, , I notice that wifi gets disconnected and the SSID is no longer broadcasted. What could be the reason?
The WiFi SSID only lasts for 3 minutes and then disappears. I regain the SSID broadcast when the internet comes back.
Omada EAP650 ,
I understand that if the AP loses connectivity with the cloud controller, the AP does not stop working, except for the captive portal or mesh with another AP. Is that correct? Because here, I directly lose the WLAN network a few minutes after losing the internet.

Yes, I have several services, mostly web-based. Internet is not something that is necessary, just a local wireless network so that devices can access these internal services.
