My site is controlled by the Cloud-based controller.  Would I be able to use the cloud controller to configure Client-to-site OpenVPN?  If so, is the procedure the same as I see in tutorials using local hardware OC200?  Thanks in advance for any assistance.

Yes. That is correct. The Cloud-based Controller is the same as the local controller. Just a few differences but does not affect the whole concept of using the controller.
