I have several of these throughout my house, I only have this issue on 2 circuits that happen to be in the same room.

When the switches are in any dimmed state (brightness anything less than 100%), they do not turn on properly. They do not come on smoothly, but rather turn 1 ligth on at a time.  Each circuit has 2 lights  and both do the same thing.  

I have another circuit with 2 of the exact same lights and it works fine there.  Any idea what this might be?
