I have installed two HS210 3way switches in my home, but i don't believe they are working correctly. I have identified the master location and installed the switch as expected.

1. The Line goes on the black screw

2. Black traveler goes on traveler 1

3. Red traveler goes on traveler 2

4. Green goes on ground

5. White goes on Neutral/White

I then replicated these on the second switch. The problem i am having here is this: If I turn on the Lights using Switch 1 and turn it off using Switch 2, when I try to turn it on again using switch 1, the Lights does not turn on. 

Am I doing something wrong or is this by design?
