2nd Iphone won't find devices

First IPhone works great with devices and also works with Alexa just fine. The problem is when I go to the second IPhone, the devices work with Kasa Icon. Turning on and off the devices work, but Alexa can't find the devices with discovery. so I have no voice commands and Smart home skills is enabled. any suggestions to solve this problem?
