Model: Deco X55
Hardware Version: V1
Firmware Version: latest

Been having speed issues for last six months and thought it was ISP provider.  Yesterday a accident on the highway knocks out all utilities for several hours.  Deco wouldn't reconnect.  I think I made situation worse by using the reset button on the bottom of the deco.  Now if I try to delete the network I get an error message.  It almost seems if the app is what is not working properly.  I got as far as reset (blue flashing light) but then it goes red flashing.  Turns out internet is fine (and fast), my laptop is attached by ethernet to the modem (Arris Surfboard) and Ookla speedtests are showing great speed.  Not a super tech saavy person, please advise.

Quite probably, and I am only guessing, when the Internet/WAN was restored, your modem got a new IP Address?

In most situations like that, it might be required to turn off the modem and deco/router connected to it. Then bring up the Modem and then the Deco/router once the modem is fully up. I've had to do that occasionally after a Hurricane here.

I assume you are using the Deco App? Does it really connect to the Deco? One the device you are using, it it actually connected to the Deco, not another network?

Have you tried using the Web GUI to connect to the Deco? Not a lot you can do with it, but you can see the connection info and compare it to the Deco app.
