That light combination indicates that the switch is ready for setup in the Kasa/Tapo Apps. I am not positive but I do not believe that you can factory reset the device again in this state, and we normally recommend replugging the device when this happens, but you could just try the reboot button for now.
In the Kasa App, are you able to add the device as a new device? Its possible that the device's network connection was reset or the button was held by accident - requiring the device to be reconnected to your Wi-Fi.
