Rain Sensor Outlet Power Off
I'm running an outdoor fan connected to a KP400 outlet. I need this fan to turn off when it rains.
Is it possible to use a rain sensor than can communicate with the KP400 via IFTTT (or similar) to send a power off command if it senses rain?
Is there any other way to do this?

Yes, an automation such as this is possible, as long as you can find a platform to support both a rain sensor and Kasa devices.
I think that a far easier and cheaper method would be to look for Automation platforms that offer the weather as a trigger.
I know that in SmartThings, which we officially support as an integrations, you are able to set your home location and then there is a specific trigger for the weather at your home - from there you can control any of the devices from Kasa after linking your account:
