How Do You Control A Smartplug Using IFFT or Some Kind Of Conditional App?

Anyone figured out how to manage the Kasa Smartplugs using some kind of conditional app or software? I 'd like to be able to turn on the dog's heated bed on when the temperature outisde gets below 30 degrees and turn off when it rises above 40 so that I don't have to constantly be monitoring the outside temperature and the status of the heating pad. Seems like these things should be smart enough to do something like that, I know IFFT is for that but I don't see it implemented on the plugs. Thanks. ...Bob
