I have an A19 dimmable light bulb device and for some reason I cannot change or set the location (time zone) or time on the device so that I can schedule on and off.  I can get to the menu where you select the choices and they appear to be selected, but when I go to the scheduling page I see an erroneous entry in terms of time zone.  How can I get the device and the program to update to the new settings?

This FAQ should help.  Time settings are App wide not specific to the product.  Once you set the time settings for the app it will apply to all products asscoiated to that account.

I had the same problem. Go into settings where you change the time zone and select any time zone then select your time zone again.  That worked for me.
