Archer C9 VPN / Menu Options Missing?

I have a ArcherC9 v1.0 and firmware 4.1.0 Build 20160517 Rel. 35411.
I'm trying to utilize some VPN functions but can't find the appropriate menu items in the router admin. It looks like I may have a different version that is referenced in the manual even though it's clear for V1 ( http://static.tp-link.com/res/down/doc/Archer_C9_V1_UG.pdf). I'm also on the latest firmware so I don't know what else to do to try to make use of those features.
This is my menu:
And this is the section of the manual that I'm specifically interested in working with. But it's obviously not the same as the one in my router:
Anyone have any thoughts?
