Model: TL-WR841N
Hardware Version: V14
Firmware Version: Firmware version:0.9.1 4.19 v0001.0 Build 220816 Rel.42562n

I had attached a print screen of the setting.

Basically, my router does not save my Max Idle time to 0, and keeps it at 15, even tried to change it to 99, same result. It keeps it at 15.

I had pressed the save button(doesn't show up in my print screen, it's lower) numerous times, restarted router several times, upgraded my firmware version, and still, the same.

  @SaintAndrew

There's a newer FW release than that you're using currently - TL-WR841N_V14_231119.

Update to the latest release and test. If the issue persists reset the router to its factory defaults and test again.

To reset the router press its reset button for about 10 seconds.
