I am trying to look at the parental controls I've previously configured on the tether app, now they are inaccessible. 

Any idea why that might be happening? I'm on the latest version of the app.

I would log into the router using the web GUI, then go to Basic > TP-Link Cloud. See if the router is bound to your cloud account. If it is, unbind it and rebind it again. Then log back in with the app. If you have not done so, try and reinstall the app on your phone, and log in again using the TP-Link ID account that is bound to the router.
