Less than 15ft from router, the best connection speed I ever get is 866.7Mbps.
Should I not be able to at least get 1300Mbps?
And is 1750Mbps impossible?

Thank you for the link. I read it, but could use a bit more schooling... The article goes into length about MIMO, but there's hardly anything about MU-MIMO. I thought the C8 was MU-MIMO and the AC9560 was MU-MIMO. So is the 866.7Mbps link I'm seeing MIMO or MU-MIMO? How do I enable MU-MIMO or what settings can I change to get 1300Mbps link between my AC9560 and C8? Or do I need a different router to get my AC9560 to link at higher than 866.7Mbps?

Oh, thank you again! If I upgrade my router, is it possible to get higher than 866.7 link on my AC9560? I am looking considering the A10 or A20.

It would appear not. The 'specs' are not really telling much, see https://ark.intel.com/content/www/us/en/ark/products/99446/intel-wireless-ac-9560.html for details. Note the SPEED, it is on a 160 (DFS) channel it seems.
Most adapters are using an AC rating with a number. I've got a cheapie USB 3.0 Realtek adapter. It is an AC1900 device, CONNECTION SPEEDS (not the same as ACTUAL SPEED) are 600 and 1300Mbps on the 2.4 and 5Ghz bands. My A20 connects to the USB device @ 1300Mbps.

By the way, I think you need to understand the speeds, how MU-MIMO plays into it, and what is the real Internet you can achieve with varying connections methods. Check this page out, https://www.duckware.com/tech/wifi-in-the-us.html.
As for your device, well, according to the spec I gave the link to above, it might need specific frequencies.

Not all routers can provide the 160Mhz width, the A20 can though. But those are also DFS, so read this too, https://www.tp-link.com/us/support/faq/763/
That said, Connection speed is the ideal, and even @ 1300Mbps one might only get 1/2 that as actual speed.

Dang I'm still confused. This router says it does 1300Mbps. This wifi adapter says it does 1.73Gbps. I still cannot figure out what to do to get 1300Mbps link between this router and this wifi adapter. On the router, I'm using 5GHz channel 153. On the adapter, I've used settings that Intel states are best for getting the highest speed.

You might have the best speed. To get the 1733 you have to be on a DFS 160Mhz wide channel. You device spec says it can support it.

Routers that are AC1200 add the 2.4Ghz and 5Ghz band speeds together. They round up as well. In this case it would be 300 2.4Ghz and 900 5Ghz probaably, those list out at AC1200. If your CONNECTION speed is 1300Mbps, then an AC1900 router might be required.
From the SPEC of the adapted I can't tell anything but how it would connect @ 1.73Gb's? No mention of 'AC' connect speed? Could be 867Mbps.
What counts more is what is your ACTUAL speed and what speed does the ISP provide? No unusual for a 1Gbps ISP speed to only provide 650+Mbps wireless.

Can you point me to something that says the A20 can do 160MHz width? The emulator for A20 only shows Auto/20/40/80

@TZR209 Hi, you get 866 Mbps because the Intel AC9560 its a 2x2 device: 1 stream in AC: 433 Mbps 2 streams: 866
Archer C8 its a 3x3 device: 3 streams: 1300 Mbps
This is the gap
