For example, if I have one MAC set to high priority (60% bandwidth), but it only needs 10% at the time. Will my other devices be able to use part of that 60% until this one MAC actually needs it? My desire is to keep my gaming console run lag free, and also be able to simultaneously download things on my PC, without it using up all the bandwidth. But I don't want my devices to be limited to 40% of traffic at all times if my gaming console does not need the other traffic.

What you described is correct. The priority is there to control which computer has preference should the network be under heavy load. So if a device is only using 10% the rest will be available, but if additional bandwidth is needed rather then 10% it will get that up to the high priority percentage.
