Archer C9 V1: No lights, but works and wireless/wired speed are slow

I recently upgraded my internet to 400Mbps from 100Mbps. I get 400Mbps from everything except the router. The router will only do 80-100Mbps from wireless and wired. This issue caused me to update the firmware in the hopes of a fix. After the update, everything remained the same and zero of the lights on the router will come on. The normal lights will come on for several seconds when I power it on, but then they all go off and remain off. Any suggestions?
