I have been having issues with my AV1200 TL-PA8010 adapters. When used for streaming video from another device, the devices will restart themselves quite frequently, and cause issues with the stream.

The firmware they have on them is the from the support site - http://www.tp-link.com/us/download/TL-PA8010P-KIT.html#Firmware, which has not been updated since June 2015 (note the TL-PA8010 has been updated since then, just not the TL-PA8010P).

One thing I did do was upgrade my TPLC software, and was messing with the power saver settings.

Is there something about the new TPLC utility that messes these up? Is there a new firmware somewhere that I can flash on these for better performance?

How do you tell the device is restarting? Does all the LEDs turn off and turn back on on both TL-PA8010P?
If you just surf webpages, would the device restart? Have you tried to connect different devices to the TL-PA8010P? Will they get the same issue?
About the Power save settings, what's the trouble? Did you disabled the Power save function with the new tpPLC utility successfully?

tplink set restriction on firmware update. US version can't update EU firmware.

I found QoS helped to improve video performance. maybe you can have a try.

My new tplink powerline had an issue to turn off the power save mode, I contacted tplink and they sent me a beta tpplc. It worked perfectly:

I could tell the device was restarting as all of the lights would go off, and then all turn on again after 1 second or so.

The problem seems to have been fixed though, after I flashed the EU firmware. I have US devices, but have not seen any issues with the EU firmware. Just wish TP-Link would release this firmware as a 'US' version and my troubleshooting would have taken a lot less time...

I agree, but your case is wired. Normally US devices won't allow flash EU firmware. You can keep an eye on it. Any more information shared will be appreciated.

Again the warning: US and EU devices may be mostly identical, but emmisions regulations are not. Country (or region) specific firmware excludes specific frequency ranges from use by powerline communications. The purpose is to avoid disturbing actual radio services, particularly emergency and police radio.
So by using a EU firmware on a US device whilst in the US, you are producing a regulatory violation. Depending on whether you are actually disturbing a public radio service, this can get you into serious trouble.
