I setup my new C9 router today, but my security camera won't connect the phone app unless I am connected to the router. I want to be able to check this from anywhere. If the ip of the camera is 192.168.0.102, how to I set up an access rule to allow my to do this?

May I know your firmware&hardware version on Archer C9?
From your description, I guess your camera could be controlled by its app on smartphone. But it could only be controlled when the smartphone is connected to C9, once the smartphone uses 3G/4G network, will not be able to control the camera, right?
It seems you need to set up port forwarding on the router.
