Older Devices Can't Connect to Mixed Wi-Fi with WPA2/WPA3

I have an older iPad that I am attempting to add to my Wi-Fi network. It is unable to connect to the network configured with mixed WPA2/WPA3, however I found as a work-around that if I enable the IOT network for just WPA2 it connect to that just fine. Is this perhaps a flaw in the firmware, or expected behavior?

It is probably a flaw in the old iPad. It is apparently not prepared to correctly react to the availability of WPA2/WPA3.
This is one of the reason of the presence of the IOT network: allowing to use a different setup for some devices.

@ArthritisEye We have an iPad Air 2 which I personally replaced the battery, which needs WPA2 as it doesn't work with WPA3. I have not had issues with WPA2/WPA3 on many different routers but I do not have the same model as you.
Can you verify it has the latest firmware for it's specific Version #?
