You would need to set the port to a custom number, and use the Publically visible IP address. You can oftentimes see this simply by running a speed test. Saying that, for outside access, you would still need that port to be opened for communications in the host network. Many IT admins will not use UPnP(opens ports as needed) due to security issues.

If you are simply trying to connect to the device, make sure that you have configured all the IP settings to allow your device access to remote management.
