please let users choose whatever port they want for openvpn.

 

if worried about users locking themselves out of the admin screen like port 80 or other pat ports, you can always disallow those or give strong warnings.

 

recently i was at an airport in europe and couldn't connect to my openvpn on port 1194 because they had a tight firewall there. i know this for sure because i was able to use a backup openvpn over port 443.

 

only allowing ports above 1024 renders the service unusable in many location and that's such a shame because otherwise it's a really useful feature.
