I'm not sure what you mean by not connected, but you do not need an internet connection when trying to log into the extender via the browser. If you are using a computer make sure your computer is not automatically switching back to your router Wi-Fi which does happen a lot.
Try using the default IP of the extender which is: 192.168.0.254
If the extender seems like it has been configured before, hold the reset button below for 15 seconds while it has been plugged into the outlet and booted up.
