I'm trying to Port Fowarding in TP Link Router, but I dont know if its the correct way. 

Now I did allow app in firewall for java

and adding TCP/UDP in firewall advanced settings

letting my friend using my public ip adress to join, none of them worked

Ensure that the device you are port forwarding in at the IP address. Use address reservation to assign that device's MAC to that IP, power cycle the router and device and ensure it is connected to 192.168.0.150 in your case. You did not say what the device is but based on the port number it may be Minecraft. See the following https://www.informit.com/articles/article.aspx?p=2424329&seqNum=4 for more info.

@ArcherC8Ok so I found address reservation, is this the right way? I'm not having issue when connecting on the server, my friend is the one who is having issues connecting.

I've tried mutiple port finder and it doesn't work.

I haven't restarted my router yet after the changes, do you think I need to?

@ArcherC8 Somebody said that it could be that my ISP is blocking my friend connection

Did you set up the port forwarding in your router to use port 25565 for IP address 192.168.0.150? After you power cycle the router, is Minecraft device at IP address 192.168.0.150?

I didn't write any IP, I dont know if I should make that IP my ipv4 adress

In the Virtual Server you need an entry of the MAC of MineCraft assigned to the 198.168.0.150 for port 25565. Power cycle the router and you should see the device assigned to the IP 198.168.0.150. You should be able to access the device.

@ArcherC8 Ok, what do you mean power cycle the router? If so where is it? Also what do you mean entry of the MAC? I tried to change the virtual servers to my Physical Adress/MAC adress. IT doesn't let me use my full adress in the image above 38-00-25-54-13-2A this number

I also didn't do port triggering, dont know if that affects it, also 198.168.0.150 is my device ipv4 address not the router

Power cycle is just power off the device and power it back on. When power cycling the modem, router and PC, I power all down and power them up in order, modem first, wait for it to stabilize, then the router, wait, then the PC. Sometimes the ISP will have you power off the modem and disconnect the RJ6 cable for five minutes then reconnect the RJ6 and power on to force a modem reset. The 'internal IP' value in Virtual Servers page will be the 192.168.0.150. I was not too clear in that last message and even had a typo. In 'address reservation' page, the MAC address of the device is tied to to the 'internal IP (in your case 192.168.0.150)'. In the 'Virtual Servers' page the 'internal IP' (192.168.0.150) is tied to the port (25565). Hope that clears it up a bit.

@ArcherC8 I'm not really good at understanding this, but I dont have a modem, as far as I know, I only have a router. Can you just tell me how do I let my friend join the server, he's still having problem connecting

I don't know if I should make my minecraft server ip adress my ipv4 adress or my public. If that affects anything 

Also I wanna make it so ports go like this: 25565-25566, I'm giving this a shot, I hope you tell me how to make it so its 25565-25566. Cause I dont know what port I should put in internal and external port to make it 25565-25566 like that.

Set up the two screens/pages as stated in previous post on your router. Make internal and external the same or you may need to leave one blank. If you need two ports set up another entry. Power off and on and check to see if the device is using the internal ip address. From the outside of your network, you use the ISP IP IPv4 address which you can get by typing “what is my ip address” in your browser on a PC in your network.
