Hello I recently got AX50 router and I have noticed that I am getting no more than 1mbps of download speed on all of my laptops while getting full speed in all my other devices as well even more surprising thing is that I am getting full upload speed on the laptop. Is anyone facing the same issue?

If other devices are working okay but the laptop is not, then I would suspect the laptop. Power off both the router and the laptop, power on the router, wait for it to stabilize, then power up the laptop as sometimes that helps. Check your network settings in your PC. If WIFI, try different channels and band width on the router.

I would also check if your laptop has any software suite that may be getting in the way. You could try booting your computer in safe mode, and doing speed tests. That will help determine if there is something on the computer causing the slow down.

I have tried everything and the issue persists I am started to think its something related to tp link firmware as only my windows laptop is getting throttled but if I am streaming youtube video it would work with full speed. Even the link speed is high

Are you having issues with both 2.4 GHz and 5 GHz bands. Some devices are more sensitive to bandwidth so that may be a setting you may want to change. Change NAT Boost. Did you update your Surface 2 around the same time as you got the router? Are you using QoS? Is IPv6 working (https://test-ipv6.com/)?
