I've found the solution: Dont download tp link drivers, just plug the dongle and pair from windows control panel

What is the operating system of your PC?
If you go into the device manager does it show the UB400, is there a exlamation mark over it?

@Tony I have the exact same issue.
I've fought with my computer for 3 hours and i think i've done everything possible. (updates: win10/xboxcontroller/uninstall reinstall CSR symphony/switching usb port etc etc...)
I can see the controller in the search, but i can't pair with it.
