Archer C5400x VPN not working with iOS 13.1 using OpenVPN 3.0.3(2104)

I am unable to connect to the c5400x VPN server using OpenVPN 3.0.3(2104) on iOS 13.1 on a iPhone 6s. Previous to this, VPN worked fine with iOS 12

I am now also unable to connect to VPN using iOS 12.4.1

Are there any other reports of this being an issue?
Within OpenVPN I see the following being logged:

Transport Error: TCPv4 connect error System/Connection refused

I was running the beta firmware, and just for kicks reverted to stock firmware but same issue.

Previous to iOS 13 I was able to use VPN so my guess is that maybe its an iOS thing?

Ok this is weird.

The router is set to reboot everyday, but just for kicks I figured I would unplug it

(which I have never had to do in the time I have had it and is a PITA because of where it is located...)

And VPN is working again.

ugh.
