Can't connect to Internet with TL-R600VPN

Just bought a new TL-R600VPN and was able to connect to my desk top computer. But can not get the WAN to connect to the ISP modem despite repeated commands for the WAN to connect. A recent examination of the modem, by the ISP tech, reported it is putting out 120 Mbs. I have read the manual and the configuration guide, reset modem to defaults, unplugged, etc., all to no avail. Is there some setting in the configuration I need to adjust, or do I have a bad unit I need to return?
