Roaming is technology that enables WiFi clients to change which AP they are connected to. Seamless roaming is an extension that tries to make that switch as seamless as possible and this requires some smarts from the controller. So client related.

They are not the same, meshing has to to with your network architecture/performance and roaming is largely to do with the user experience of mobile clients.
