I use ER605 as VPN Server, connect one PC in LAN as IPerf Server, use another PC as VPN Client, run IPerf Client on this PC, L2TP non-encrypted speed measurement results can reach 400-500M, it's okay, you can try it.

I am not on site at the moment to provide a screenshot, but once I used ER7206 as Server, ER605 as Client, also L2TP unencrypted VPN, Iperf speed test results can run up to 700M+, which means that ER605 at least does not limit the VPN speed, also can run up to 700M, at that time just forgot to take a screenshot on the spur of the moment
It looks like there is still a problem with your test method, the speed is probably limited by some device, it is better to simplify the topology and use the simplest Iperf to do the speed test.
