Hi. I read that the EAP723 needs 802.3at PoE or 12V/1.5A DC power.

I was wondering if a TL-POE4818G could be used to power it on (I know it gives 18W instead of the recommended 19.5W), because I have a bunch of them lying around.

No, you can't do this, TL-POE4818G will damage EAP723, cause it will provide 18V continuously, whereas the EAP723 only needs 12V.
