I have four static external IPs, two ER605 routers, and one SG6428X switch.

I want one ER605 to control two static IPs (WAN) and manage a group of PCs behind each ER605.

At the same time, I want these two groups of PCs to communicate with each other through the switch without relying on IPsec between the two ER605 routers.

 

Is this possible to achieve?

yes, but you must have two sites, you can only have one router in each site

in this case, do I need to set DHCP server on ER605 ? or I can set it on SG6428X with 2 VLAN interface?
