First time trying out a TP-Link Vigi PTZ cam.
Is there a reason why there is no focus functionality?
What do you mean? Have you already written on the forum? You should write what is wrong?????
What is wrong is there is no ability to adjust focus.
If the camera cannot auto-focus then there is no way to adjust it manually.
The focus options are greyed out.

Thanks for posting in our business forum.
The aperture is fixed and there is no Auto-Focus or manual focus for this model.
