The best thing to do is ensure you can get an IP from the R470, to do this connect it directly to your PC alone (not to your ISP Router).   See if your PC gets an address allocated to it by checking the network connection status, this should be something like  192.168.0.123    If so check the default gateway address and open that address in the browser, this should get you to the R470 and allow you to configure it (offline anyways)

Then while in the gui for the R470 connect the ISP router and see what happens..  It could be that the ISP router has the same address (192.168.y.z) as the R470 so you would need to change one of them to 192.168.10.1 for example.

Try reboot the router, wait 5 minutes. And make sure the PC is connected to LAN port of the router. If I'm not wrong the first two ports(from left) on this router are both WAN ports.
