Hello. I see that you set up the static IP to your PC. Well, at the same time, do you have your PC and CPE wire together when doing this?
Have you referred to the guide from the support page on your mode?
If possible, you can reset and set up with the help of the video.

May I know the firmware version of your CPE?
You can upgrade the CPE's firmware to the latest one to test.

The firmware version of the CPE210 is 2.2.0 and i tried to upgrade it using the pharos server control application but even though it took a lot of time like 2-3 hours, the firmware version is still not upgrading.
on other hand, I have extra CPE210 and it work properly and can access 192.168.0.254 page smoothly. is the extra CPE210 is already broken or something? Thank you

Have you tried to reset the CPE?
How to reset: Press the reset hole on the POE adapter of this CPE for about 8 second until you can see lights on the CPE flashing. Please note that, after reset, all settings will become default.
After that, please try to upgrade the firmware version to the latest one one more time.
You may try to close the firewall and anti-virus software and login the default IP 192.168.0.254 again to test.
Changing different devices to login is another suggestion.
Best Regards!
