Hello, here is what I have:

Using Microsoft Edge, my testing is with ebay.com and google.com - I am both able to visit ebay.com and google.com
The test machines IP address is 192.168.11.10
Edit2:
I changed the deny rule to *.ebay.com and it has blocked ebay - it seems the block all setting is not working.
Edit3:
I changed the block rule to *.com and this has worked. Seems you may need to add every domain end to block them
