Did you configure the URL Filtering > Gateway Rules? Do you have an Omada Router in your network?
Are you trying to block Youtube and other sites on the devices connected to a specific SSID or connected to the EAP's all SSIDs?
To block the Youtube website, you could set the URL as *.youtube.com
