VPN Site-To-Site problems with Bandwidth Control

Hello people:
I can succesful established a VPN Site-To-Site between two TP-Link TL-R600VPN routers. Everything is working OK except when I enable "Bandwidth Control" in any of the routers, then I can't ping computers on the other side of the VPN.
SITE A:
LAN 10.0.1.0
SITE B:
LAN 10.0.0.0
I need bandwidth control for some IP phones in the lan. The only rule I create is:
IP range: 10.0.1.160-10.0.1.165
Port range: 5060-6000
