How to block Flash and Proxy - TL-ER6120

How can I block Flash content and prevent local users from using external Proxy servers? With the recent exposure of security flaws I think it is important to be able to block flash content effectively. I would also like to be able to block local users from traversing over Proxy servers as they can also pose serious risks to computer networks.
Any advice?
