TP-Link TL-ER5120 Issue with Ports

Hi have an issue with ports being opened. It works with my BT router although when i switch for the Draytek Vigor 120 modem and TP-Link TL-ER5120 router, it seems to be every port except a couple - VPN & 80 seems to be closed. I have tried everything i can think of in the router to allow the ports. What can i do? Whats the way to open ports such as 23 for the telnet. 81.142.246.241 thats the server address.
Its the same for every device on the network and i even had disabled all the firewalls..
