I have recently setup 2 CPE510 to share a Internet connection. They were all setup successfully and working well. 

It's for a static caravan I have that is prone to powercuts. I was testing what happens when I turn them all off. When I power them back on the don't connect and the signal LEDs don't light up on the client. 

The issue only happens when I power the AP transmitter off and on again. 

To get it to connect again I have to factory reset both the client and the AP.

I have static IP on the CPEs.

Surely this shouldn't be happening?
