OC200 I cannot get the USB front port to work with any flash or HDD - Looking to get Auto Backup on

I have the OC200 Controller. I cannot get the USB front port to work with any flash or hard drive.
I was powering the O200 via the micro USB port using a micro USB cable. Which powers up fine. But I cannot use the USB on the front still.
I had a spare EAP225 Gigabit Passive PoE adaptor, tried this and it doesn't power up the OC200 at all.
Am correct to say that to use the front USB 2.0 port for extra storage: I need to use a PoE switch only to power this O200 to allow me to use the USB 2.0 on the front for extra storage?
I don't want to have to go an buy a PoE switch if this won't solve the issue. I was hoping the EAP225 Gigabit Passive PoE adaptor would work...
