I'm running a server with a server software designed for LAN usage and want to install routers at client sites to connect our equipment to our server over VPN. Our server is a virtual machine running in Azure.

 

My idea was to run OpenVPN server on the VM and then connect via OpenVPN client from a router and then plug in any equipment that needs access to the server into that router. Is this doable with a TL-R600VPN or do you recommend a different solution?

VPN may be able to to meet your requirements. But R600VPN doesn't support OpenVPN. It supports IPsec (IKE V1), L2TP, PPTP. You can try to use the kind of VPN that R600VPN supports.
